CIPR Research Fellows Talks are designed to foster a collaborative exchange between insurance regulators and the research community. Dr. Bae will present his initial findings on the implications of uniform equity capital requirements for trading behavior and financial stability during periods of market stress. Regulators will be invited to provide feedback and share perspectives to help refine and improve the outcomes of this research project.

Dr. Sunghan Bae is an Assistant Professor of Finance at Truman State University. His research focuses on interdisciplinary work in risk management and insurance, investments, and corporate finance.

Learning Objectives:

• Differentiate º£½ÇÂÛ̳ risk-based capital (RBC) requirements for fixed-income securities and equity holdings, with emphasis on ordinal versus uniform capital charges.
• Evaluate how uniform equity capital requirements can create countercyclical trading incentives during financial crises, contrasting with procyclical behavior in fixed-income markets.
• Assess short- and long-term financial stability implications of these behaviors.
• Identify potential shortcomings of uniform equity capital charges under current º£½ÇÂÛ̳ model regulation and explore alternative approaches for classifying equity risk.
