The Capital Markets Bureau supports state insurance departments in regulating investment activities at insurance companies. It supports assessments and analysis of portfolios owned by the insurance industry, financial solvency, macro-prudential efforts and also monitors and analyzes developments and trends in the financial markets.

The Center for Insurance Policy and Research provides data and education to drive discussion and advance understanding of insurance issues among policymakers, insurance commissioners and other regulators, industry leaders, and academia. It conducts research and provides analysis on important insurance issues. Through this work, the Center drives dialogue and action on today’s insurance issues.

The Financial Regulatory Affairs Division provides an array of technical advisory, administrative and operational services to state financial regulators to help ensure insurer financial solvency and stability in insurance markets. The Division provides these services in the areas of: Insurance Department Accreditation, Statutory Accounting & Reporting, Financial & Life Actuarial Analysis, Reinsurance, Receiverships, Company Licensing, Alien Surplus Lines Insurers, Financial Data Quality Assurance, and Investment Securities Research & Analysis.

The Financial Regulatory Policy & Data Department provides subject matter expertise and business analyst support to internal and external users of the Financial Data Repository system (aka the FDR database) and co-lead the business and data governance efforts in our new Enterprise Data Platform along with the Market Analysis Team/Market Regulation Department.

The Financial Regulatory Services Department provides a wide array of support to state insurance solvency regulators (and the industry where appropriate), including but not limited to technical advice, training and assistance in maintaining and improving accounting, reporting, examination, analysis and risk-based capital processes, all designed to help protect the solvency of the insurance industry. The Department also provides support to the º£½ÇÂÛ̳ Accreditation Program and principle-based reserving framework.

The Government Affairs division coordinates the º£½ÇÂÛ̳’s ongoing work with state, federal, and foreign government officials on legislative and regulatory policy. Its role is to help develop, coordinate, and implement the º£½ÇÂÛ̳’s domestic and international policy and outreach initiatives.

The Legal Division offers comprehensive legal assistance to º£½ÇÂÛ̳ members, representing the organization’s interests, protecting it from liability, and safeguarding its assets. As an integral partner, it supports regulatory initiatives, special projects, and corporate business development. Additionally, the Division helps ensure state compliance with laws and regulations for º£½ÇÂÛ̳ accreditation.

The Market Regulation offers expertise in market regulation and the º£½ÇÂÛ̳’s Market Information Systems. It supports commissioners in maintaining consumer confidence in the insurance industry by ensuring companies and producers operate legally and fairly.

The º£½ÇÂÛ̳ Meetings, Events, and Travel Services offers logistical support for coordinating and executing º£½ÇÂÛ̳-sponsored programs and events. This support extends to Members, Regulator Staff, and internal º£½ÇÂÛ̳, NIPR, and IIPRC staff. The team also coordinates travel arrangements with our travel agency partner and other vendors for both internal and external clients.

The Member Services division unites state regulators, offering tools and resources to help them establish standards and best practices, provide regulatory support, and educate consumers and stakeholders about U.S. state-based insurance regulation. Additionally, it maintains records of º£½ÇÂÛ̳ member and committee activities.

The Property and Casualty Regulatory Services Department supports Committees, Task Forces, and Working Groups dedicated to property and casualty issues. It offers P&C expertise to respond to inquiries from the media, federal agencies, consumers, and others. Additionally, it produces statistical publications and assists states with data call collection and analysis.

The Research and Actuarial Department is dedicated to supplying insurance regulators, consumers, academics, industry professionals, government entities, and other stakeholders with comprehensive insurance statistical, actuarial, financial, and market conduct information. This data supports both economic analysis and regulatory monitoring of the insurance marketplace.

The Securities Valuation Office (SVO) is responsible for the daily credit quality assessment of securities held by state-regulated insurance companies. These companies report their securities ownership to the Capital Markets and Investment Analysis Office when the securities are eligible for filing on Schedule D, DA, or BA of the º£½ÇÂÛ̳ Financial Statement Blank.

The Structured Securities Group (SSG) is tasked with analyzing Residential Mortgage-Backed Securities (RMBS) and Commercial Mortgage-Backed Securities (CMBS) owned by state-regulated insurance companies, in accordance with Statement of Statutory Accounting Principles No. 43 Revised - Loan-Backed and Structured Securities. Insurance companies report their securities ownership to the Capital Markets and Investment Analysis Office when these securities are eligible for filing on Schedule D or DA of the º£½ÇÂÛ̳ Financial Statement Blank.
